Electric Program -GSCEC CEA
Budget billing is offered by Direct Energy, the current electricity supplier for the Garden State Community Energy Cooperative (GSCEC) GEA Program.
If a resident was enrolled in budget billing with JCP&L at the time of their enrollment in the GSCEC GEA program, their existing budget bill plan for their Basic Generation Supply usage was "trued up" or taken to a zero balance which would have resulted in a credit on the resident's JCP&L account or a balance due. The credit amount or balance due amount will be noted on the resident's JCP&L bills until such time that the credit is exhausted, or the balance due is paid in full.
In addition, Direct Energy set up a budget bill plan for that resident based on the past 12 months of historical usage data provided by JCP&L. The budget bill plan with Direct Energy began with the resident's first month in the GSCEC GEA Program. Residents with questions about their budget bill amount set by Direct Energy can call Direct Energy at 866-968-8065.
The regulations governing the GSCEC GEA Program state that the program's electricity supplier, in our case Direct Energy, MUST review, and if necessary, make adjustments to, the budget bill amount for each account enrolled in budget billing through the GEA Program at least every 12 months. This is important to note because the contract term for the GSCEC GEA Program with Direct Energy is 19 months. Residents will NOT experience a "true up" should Direct Energy adjust their budget bill amount; however, their budget bill amount may be adjusted higher or lower based on their usage through the GEA Program at the time of review.

The Standard Option rate (contains the minimum renewable energy required by law) for the Garden State Community Energy Cooperative (GSCEC) Community Energy Aggregation (CEA) Program is $0.1446/kWh, and the Green Option rate (optional for residents interested in enrolling in 100% renewable energy) is $0.1461/kWh. These rates have been in effect since the contract with Direct Energy Services, LLC, began with residents' March 2026 meter reads.
To date, participating Mount Olive residents enrolled at the Standard Option rate from March 2026 through August 2026 have collectively saved over $282,000 with the average savings of $8.49/month for those first 6 months of the 19-month contract term. During that same time period, the GSCEC CEA Program, which includes Mount Olive Township, the Borough of Lincoln Park, Jefferson Township, and the City of Summit, has saved participating residents collectively over $937,000.
